The TIC Researcharea in Cartif maintains since 2002 a collaboration agreement with the Castile andLeón Regional Council of the Interior and Justice called “Methodologies ofKnowledge Engineering and Expert Systems applicable to Information andCommunication processes related with Emergency Management,” in which thefollowing activities are carried out:
The main duty of the Castile and León 112 Emergency Centre, dependent on the Civil Protection and Consumption Agency of the Castile and León Regional Council of the Interior and Justice, is the coordination of the different organizations needed for the resolution of each emergency. In 2008 this service answered more than 2 million calls and handled 285.000 incidents.
To understand and manage that great amount of information, is necessary the 112 Service to be kept in continuous evolution, incorporating new and innovative technological solutions that make possible developing its activity.
The TIC research area cooperates with the Service management to establish the bases that allow defining more innovative technological solutions that have to be integrated, as well as to develop the Assistance Applications to the Management that make possible to improve how the Service is handled daily.
Within the collaboration agreement between Cartif Foundation and the Castile and León Regional Council of the Interior and Justice, there is support for the development of the area’s research lines which, because of their characteristics, can be directly applied to the 112 Emergency Calls Answering Service of Castile and León.
This research line aims at improving the efficiency of processes executed by the Service, from the great amount of information existent. Through the application of Soft Computing techniques, such as data mining, clustering, decision trees, neural networks, fuzzy logic systems, and hybrid systems, solutions have been developed which are able to classify kinds of days, do predictive recommendations facing the planning process and other needs detected by the service.
